Rack weight limit?

So, I just had the rack installed on the back of my bike. This is the Honda rack. As I came out to ride off into the sunset, they were putting a yellow sticker on the rack that showed a weight limit of 6.9lbs. Really? Is this correct?

Is this just on the rack itself? That seems rather low. I'm not sure about any other rack's weight limits, but Hepco & Becker has a weight suggestion of about 12lbs, AFTER a Top Case is mounted, which weighs 10lbs or more. For estimation sake, lets just say you can easily go 20-25lbs total weight on the rack.

I don't know if this is Honda trying to be overly careful, or perhaps they way they mount it does not allow much weight. Either way, that's surprising to me.
